From 1st May 2008, new-build homes marketed for sale must include two things:
1. Code for Sustainable Homes rating
A rating against the new Code for Sustainable Homes (CSH) according to the Building Regulations must be produced by a suitably licensed person. This may be in the form of either an:
- Interim certificate which reflects the expected rating against the CSH (off-plan)
- Nil-rated certificate indicating it meets Regulation 17C of the Building Regulations 2006
- A star rating between 1 and 6 against the Code for Sustainable Homes.
2. Energy Performance Certificate
New homes, marketed off-plan (before they are built), will have had SAP* calculations done to show how they comply with the Building Regulations. Then, before a completion certificate can be issued, a full Energy Performance Certificate must be obtained by the person responsible for the construction. This type of EPC must be done by a qualified SAP Assessor and will probably be the person who carried out the calculations for the design.

*SAP stands for the Standard Assessment Procedure and involves a full set of calculations for the new property. RdSAP stands for Reduced Data SAP and is the method used by Deoestic Energy Assessors to produce EPCs for existing properties.
